AAATC Requests for Proposals Now Open

The Area Agency on Aging of Tarrant County (AAATC) announces the opening of its Request for Proposals (RFP) process for the direct purchase of services for Fiscal Year 2027 (Oct.1, 2026 – Sept. 30, 2027). 

AAATC requests applications from organizations and businesses that provide services on a direct purchase basis to individuals eligible to receive services under Title III of the Older Americans Act of 1965. 

Application Process 

Interested parties should complete the RFP interest form through the United Way of Tarrant County’s website portal linked below. AAATC will review submissions and invite selected organizations to submit a full vendor application. A limited number of in-home and supportive service vendors will be designated. Submission of the RFP Interest Form does not guarantee selection.

  • Application release: July 8, 2026

Eligibility 

Organizations eligible to apply include private non-profits, private for-profits, and local city-county governmental entities capable of meeting service delivery requirements under direct purchase of service procedures. Debarred or suspended parties are ineligible. Proof of liability insurance (minimum $1 million) will be required prior to finalized agreements.

About the Program

The Area Agency on Aging Direct Purchase of Services program promotes the development of a comprehensive and coordinated service delivery system to meet the needs of older individuals (age 60 or older) and their caregivers. Direct purchase of service is a contracting methodology for the purchase of services on a client-by-client basis in lieu of annualized contracting or a fixed-sum basis. It is a procurement methodology which provides flexibility in the purchasing of services for participants in federal Title III Programs.
